The Cognis range of epoxy, polyester and urethane acrylates together with a broad range of reactive diluents marketed under the trade name Photomer® provide unique benefits in UV/EB curing applications. EU clears BASF takeover of Ciba

The European Commission on Thursday approved BASF's takeover of Swiss group Ciba after the German chemical group agreed to sell some product lines to avoid competition problems.
The products to be sold off for regulatory approval cover chemicals used in the paper, dyestuffs, plastics and skin care sectors, the commission said in a statement.
"I am satisfied that the divestments offered by BASF will ensure that its takeover of Ciba will not harm competition," said EU Competition Commissioner Neelie Kroes.
BASF bought Ciba last year to boost activities in niche markets such as coverings, water treatment and products used in paper manufacturing.
DSM Special Products sale to Arsenal Capital Partners will not be completed

Royal DSM N.V., the global Life Sciences and Materials Sciences company headquartered in the Netherlands, today announces that the previously announced sale of DSM Special Products BV to Arsenal Capital Partners (United States) will not be completed.
The transaction was originally announced on 3 March 2008. In August 2008, the European Commission announced an in-depth investigation into the transaction. Last month, the European Commission approved the sale, but the conditions the Commission demanded have led to the conclusion that the intended sale is no longer feasible. DSM regrets that the transaction cannot be completed and will continue the divestment process for DSM Special Products, as part of its Vision 2010 strategy.
DSM Special Products is the producer of Purox®, an ingredient used in food as well as in a range of industrial applications. It also produces an ingredient for VevoVitall®, a product for the animal health market that will remain with DSM Nutritional Products. DSM Special Products employs around 130 people in Rotterdam and Sittard (Netherlands), and has an annual turnover of approximately EUR 100 million. Public consultation on inclusion of substances in the authorisation list

ECHA launched today a public consultation on the first draft recommendation of substances to be included in the list of substances subject to authorisation (Annex XIV or Authorisation List). Interested parties can submit comments by using the relevant web forms on the ECHA website until 14 April 2009.
The public consultation on the draft recommendation is part of the process to include substances in Annex XIV of REACH (Authorisation List). For an overview of the process, see Attachment 1 of this document.
PUBLIC CONSULTATION
Interested parties can comment both on:
• ECHA’s draft recommendation on seven substances (see below) and its reasoning behind their inclusion in Annex XIV and
• ECHA’s justification for prioritising these substances. Interested parties are invited to comment in particular on uses which should be exempted
from the authorisation requirements. The web forms on the ECHA website must be used forcommenting. The closing date for comments is 14 April 2009.
ECHA’S DRAFT RECOMMENDATION
Based on an assessment of the available information, ECHA recommends prioritising seven substances out of the 15 substances that are on the Candidate List (published 28 October 2008). The prioritised substances are:
• 5-tert-butyl-2,4,6-trinitro-m-xylene (musk xylene)
• Alkanes,C10-13,chloro (short chain chlorinated paraffins; SCCPs)
• Hexabromocyclododecane (HBCDD) and all major diastereoisomers identified
• 4,4’-Diamino diphenyl methane (MDA)
• Bis (2-ethylhexyl) phthalate (DEHP)
• Benzyl butyl phthalate (BBP)
• Dibutyl phthalate (DBP)
Addition of predispersed pigments to the CDT product range

CDT is very happy to announce the addition of a range of new products to the existing product range. CDT predispersed pigments are flushed organic pigments especially developed for the masterbatch industry for making high performance colour masterbatches.
CDT predispersed pigments are manufactured during pigment synthesis by the flushing process technology to ensure maximum pigment dispersion. They are ‘pre-wetted’ and pre-dispersed in an polyolefinic medium to give maximum colour yield in the production of polyethylene and polypropylene based masterbatches. They are available as ‘free flowing and non dusting’ powders. The combination of waxes added during the flushing process provides a high affinity to polyethylene and polypropylene and thus pave for excellent pigment dispersion in these polymers. CDT predispersed pigments are available in a variety of colours suited for your application.
European Commission clears acquisition of DSM Special Products

The European Commission has approved under the EU Merger Regulation the proposed acquisition of chemical company DSM Special Products of the Netherlands by Arsenal Capital Partners.
Mergers: Commission clears proposed acquisition of DSM Special Products by Arsenal Capital Partners, subject to conditions
The European Commission has approved under the EU Merger Regulation the proposed acquisition of chemical company DSM Special Products (DSP)of The Netherlands by Arsenal Capital Partners (Arsenal), a US private equity firm. Arsenal owns Velsicol, a chemical company active in the EEA through its Estonian plant. DSP is a chemical company with a single production plant, in Rotterdam. Both parties produce benzoic acid, a raw material used in the production of a variety of goods, including as an antimicrobial preservative in food and drinks, in plasticisers, pharmaceutical goods and pet food. In August 2008, the Commission opened an in-depth investigation (see IP/08/1249) because of competition concerns. Arsenal made the commitmentto divest the whole of its liquid and solid benzoic acid production, as well as sodium benzoate production in the European Economic Area (EEA). In the light of these commitments, the Commission concluded that the proposed transaction would not significantly impede effective competition in the EEA or any substantial part of it.
Competition Commissioner Neelie Kroes said: "Without strong remedies, the planned acquisition would have led to a quasi-monopoly and to a serious risk that consumers would be worse off. In the light of the divestments offered, I am now satisfied that effective competition will be ensured." The Commission found that the proposed transaction would have raised serious competition concerns in the EEA market for solid benzoic acid, where the merged entity would have run the only two production plants in the EEA. The Commission also found that imports of benzoic acid into the EEA are very low and would not be capable of constraining the merged entity. To address the Commission's concerns, Arsenal offered to divest the Velsicol production plant in Estonia and therefore its entire solid and liquid benzoic acid production. The proposed divestment also includes the production of sodium benzoate, a product derived from benzoic acid and used primarily as a preservative
in food and soft drinks, to ensure the full viability of the divested business. The buyer of the divested business will therefore be in a position to compete in the market for solid benzoic acid and become a credible alternative supplier. In view of this commitment, the Commission concluded that the transaction would no longer raise serious competition concerns.
